The DND (Do Not Disturb) list — the most important thing to know
Nigeria's NCC mandates a national Do Not Disturb (DND) registry. Subscribers who opt into DND cannot receive promotional SMS — and the penalties for sending to DND numbers are severe.
Key DND facts:
- Over 40 million Nigerian numbers are on the DND list (as of 2024)
- Subscribers activate DND by sending "2" to 2442 (blocks all marketing)
- Subscribers can allow specific categories (send "1" to 2442 for partial opt-in)
- Transactional SMS (OTPs, bank alerts, service notifications) are exempt from DND
- Promotional SMS to DND numbers = fines, blacklisting of sender ID
