SMS is Uganda's most powerful political communication tool
In Uganda's political landscape, reaching voters directly — not through media, not through intermediaries, directly on their phones — is the closest thing to a guaranteed vote. Politicians who use SMS systematically win more often. Here's why.
A rally announcement via SMS reaches thousands of constituents in seconds. A voter reminder on election morning significantly boosts turnout. A thank-you SMS after winning builds loyalty for the next cycle.
Ethical and legal disclaimer first
This guide is for lawful political communication: informing constituents about meetings, rallies, development projects, and voter registration. It is not for voter intimidation, vote-buying, or spreading false information. Uganda Communications Commission (UCC) rules apply to all political SMS, including that promotional SMS be sent only to people with a prior relationship with the sender. Campaign teams are responsible for compliance.

Building your constituency phone list
Legally building a political SMS list:
- Party membership lists (with consent)
- Rally sign-in sheets — collect phone numbers at every campaign event
- Community leader outreach — LC1 chairpersons, church leaders, SACCO chairs
- Social media ad leads — Facebook allows phone number collection in lead forms
- Voter registration outreach teams — note: electoral commission lists are not freely available
Sizing a constituency SMS campaign
A typical Ugandan parliamentary constituency has 50,000–120,000 registered voters. A campaign targeting even 20% of voters for direct SMS:
- 10,000–24,000 contacts
- Sending 3–5 times during campaign: 30,000–120,000 SMS
- At Yoola SMS Advanced rate (UGX 25/SMS): UGX 750,000–3,000,000 total
Compared to the cost of printed posters, billboard rentals, and radio airtime — SMS is significantly more affordable with measurable delivery.
Why SMS outperforms radio and posters for Uganda campaigns
- Targeting — SMS goes to your actual voter list. A billboard is seen by everyone including rivals' voters.
- Measurability — Yoola SMS shows exactly how many people received each message. Radio has no verified reach data.
- Personal — "Dear John" feels like the MP knows you. A billboard doesn't.
- Speed — You can launch an SMS campaign in 10 minutes. Printing and pasting posters takes days.
- Night-before power — An SMS at 9pm the night before a rally or election has outsized impact.
Custom branded sender ID for campaigns
Send from your name — "OKELLOMP" or "NAMUKASAOFFICE" — so voters immediately know who the message is from. Register your campaign sender ID at Yoola SMS. See Sender ID pricing.
